The preliminary agreement announced Monday allows carmakers to import vehicles duty-free if 75 percent of the content is made in the U.S. and Mexico. That's up from 62.5 percent minimum under Nafta. Under the U.S.-Mexico deal, as much as 45 percent of parts will also have to be made by workers who are paid more than $16 an hour, according to U.S. Trade Representative Robert Lighthizer.

“The vast majority of vehicles made in the U.S., Mexico and Canada are above the requirements,” said Kristin Dziczek, vice president of industry, labor and economics at the Center for Automotive Research in Ann Arbor, Mich. “If Canada doesn't sign on, it's a problem.”

To meet the proposed rules, automakers would need to be able to count the Canadian content on some of their current models, Dziczek said.

Toyota to invest $500 million in Uber for driverless cars

Toyota Motor Corp. will invest $500 million in Uber to jointly work on developing self-driving cars, the companies said on Monday, a bid by both to catch up to rivals in the hotly competitive autonomous driving business.

Toyota, one of the world's largest carmakers, and Uber Technologies Inc., the leading ride-hailing service, are widely seen as lagging the competition in developing self-driving cars. The partnership deepens an existing relationship and reflects CEO Dara Khosrowshahi's strategy of Uber developing autonomous vehicles through partnerships, rather than on its own.

The deal also breathes new life into Uber's self-driving business. Since a self-driving Uber SUV killed a pedestrian in Tempe, Ariz., in March, Uber has removed its robot cars from the road, laid off hundreds of test drivers and shuttered operations in Arizona, its autonomous testing hub.

The investment values Uber at $72 billion, matching the valuation Uber received in a deal with Alphabet Inc. self-driving unit Waymo this year.

The deal was reported earlier Monday by The Wall Street Journal.

Uber will combine its autonomous driving system with Toyota's Guardian technology, which offers automated safety features such as lane-keeping but does not enable a vehicle to drive completely autonomously. The combined technology will be built into Toyota's Sienna minivans, to be deployed on Uber's ride-hailing network starting in 2021, Uber said.

The companies' aim is to solve the enormously challenging problem of how to mass produce self-driving cars for shared fleets, including ride-hailing services.

Jeff Miller, Uber's head of business development for strategic initiatives, said the partnership "really paints the picture of how we envision deploying autonomous technology in the long term." That includes licensing its autonomous technology to carmakers and enlisting a third party to own and maintain the fleet.

The third party that will operate the Toyota autonomous fleet has not yet been chosen, Miller said.

Toyota has been less aggressive than some rivals on moving toward full-fledged autonomous driving, expressing caution about the technology, and has focused on partial autonomous systems like Guardian. But the company has invested in research and said it plans to begin testing self-driving electric cars around 2020.

A Toyota official said the company would continue its research into self-driving technology, and that it would not combine its research efforts with Uber.

Uber has admitted its technology lags Waymo, and the crash in Arizona was a further setback in development and testing. The Toyota partnership puts pressure on Uber to resume testing on public roads, but the company has run up against regulators and politicians with safety concerns. Miller said Uber plans to have autonomous cars back on public streets by the end of the year.

Khosrowshahi, who took over Uber a year ago, has recently explored options that include more partnerships as well as a potential sale of the self-driving business, separate sources have told Reuters. The self-driving unit is a significant contributor to Uber's losses, which in the second quarter were $891 million.

Uber has a deal to purchase cars from Volvo, outfit them with Uber's technology and maintain them, a more labor-intensive project than the Toyota plans. The company also has a partnership with Daimler AG, in which the carmaker proposes to put its own self-driving cars in Uber's ride-hailing network.

Khosrowshahi's partnership strategy is a shift. Uber co-founder and former CEO Travis Kalanick had insisted on developing a proprietary self-driving system and called autonomous cars "existential" to Uber.

Previously, Uber and Toyota partnered on an electric mobility project. Two years ago, Toyota invested an undisclosed sum in Uber and the two companies partnered on a car-leasing program for Uber drivers. Uber has since shuttered its U.S. leasing business.

Most recent car buyers deem FandI process transparent

Despite the stigma that sometimes surrounds the dealership F&I office, most consumers surveyed find the F&I process to be transparent.

More than two-thirds of consumers who recently bought or leased a vehicle said the F&I manager shared the numbers step by step throughout the process in a transparent way, according to a DealerRater-Automotive News survey of 12,755 sales and lease customers fielded July 9-15. Survey results from about 4,000 respondents who visited the dealership for service were excluded from the findings.

About 20 percent of the sales and lease customers said the F&I manager presented the numbers at the end of the process in a way that seemed clear and concise, and only 2.7 percent said the process lacked transparency or was confusing or overwhelming.

The transparency level varied little among new- and used-vehicle buyers.

Among new-vehicle buyers, more than 70 percent said the F&I manager took them step by step through the process in a transparent way. For used-vehicle buyers, 64.8 percent agreed.

The positive experience in F&I isn't entirely new, although it seems that F&I managers and dealerships still carry a calculating reputation in general. But based on their most recent experiences, consumers feel otherwise.

In late 2016, Automotive News and DealerRater asked about customers' perceptions of F&I managers. Most respondents called F&I managers "warm and welcoming," "polished and professional" or "knowledgeable and helpful."

Only 3 percent called them "cold and impersonal" and "pushy and aggressive."

The industry has made great strides in improving the retail experience, and it shows. Based on the survey, dispelling the negative notions about F&I managers will likely follow soon.

Just like many of the old-school F&I sales tactics have become dated, so has the stigma of the shifty F&I manager.

Senate panel votes to advance Trump pick to head consumer watchdog

WASHINGTON -- The U.S. Senate Banking Committee voted on Thursday to advance President Donald Trump’s pick to head the federal consumer watchdog despite criticism from Democratic senators.

Kathy Kraninger, a senior official in the Office of Management and Budget, was approved on a 13-12 party-line vote to run the Bureau of Consumer Financial Protection. She would replace Mick Mulvaney, the OMB chief who is also serving as acting director at the agency since November.

Her nomination now advances to the full Senate, which has yet to schedule a confirmation vote.

The Senate seems likely to confirm Kraninger, but Democrats are continuing to press for details on the precise role she may have played in implementing the immigration policy that separated families.

In July, Kraninger told Congress that while she did attend meetings relating to the administration’s “zero tolerance” immigration policy, she did not play a role in setting or developing Trump’s “zero tolerance” immigration policy that separated more than 2,000 children from their parents.

Democratic Senators Sherrod Brown and Elizabeth Warren have said Kraninger has not been sufficiently detailed in her answers. But it was unclear if that will be enough to discourage Republicans from supporting her.

“Kathy Kraninger was part of the Trump Administration’s effort to traumatize kids and rip them away from their families. She should be held accountable and fired — not promoted,” Warren told Reuters in an email on Wednesday.

Tesla: Back at square one on cash

NEW YORK -- Elon Musk's take-private plans for Tesla Inc. have evaporated, but the company's looming debt needs remain.

With a debt load of about $10.5 billion and the possibility of an impending cash shortfall, Wall Street expects the luxury electric carmaker may need to raise funds before long.

Musk, Tesla's CEO, said late on Friday he would heed shareholder concerns and no longer pursue a $72 billion take-private deal, abandoning an idea that stunned investors and may draw regulatory scrutiny.

None of that has done anything to help it with a looming issue: cash.

Tesla, which has had just one quarter of positive free cash flow since the fourth quarter of 2013, has $1.3 billion in debt coming due in the next 12 months. Meanwhile it has just $1.3 billion of cash on hand after backing out $942 million of customer deposits on cars.

With analysts forecasting a slowed, but continued, cash burn in the second half of 2018, Tesla may need to borrow up to $2 billion by the end of the year to stay afloat.

In response to a request for comment, a Tesla representative referred to Musk's statement on the company's second-quarter earnings call when he said the company planned to pay its convertible debt with internally generated cash flow.

Rising debt

The most likely option, according to analysts, is a convertible debt issue. Musk has historically favored convertible bonds to raise capital, and Tesla and its SolarCity unit each have three issues of convertible senior notes, worth a total of $4.2 billion.

Convertibles give owners the right to trade their debt for equity after shares rise over a certain price. They allow holders to benefit from a rising share price, while also offering bond-like protection if it falls.

The one challenge of using more convertible debt, however, is "that it drives more short sellers to your stock. And Musk does not want that," said Jeffrey Osborne, senior research analyst, Cowen Inc.

Frequently, convertible bond owners will hedge their positions by selling the underlying stock short. Moreover, the dilution caused by conversion could also pressure a stock, drawing the interest of short sellers.

Of the $1.3 billion Tesla has coming due in the next 12 months, $230 million is from a SolarCity convertible due on Nov. 1, and another $920 million from a Tesla convertible due on March 1, 2019. Tesla's shares, at $319.27, are a long way from the $560.64 needed to convert the SolarCity debt but have traded above the $359.87 March 2019 debt conversion price.

Musk could also choose to offer convertible bond investors the opportunity to exchange their debt for equity below either or both strike prices, although that could require some assurances on the company's fundamentals.

Straight debt

Tesla could issue straight debt similar to the 5.3 percent coupon junk bond coming due in 2025. That bond however, is trading well below par at 87.13 cents on the dollar, and so it would be unlikely that Tesla could get the sort of favorable terms they secured in their last offering.

Krishna Memani, chief investment officer of OppenheimerFunds, which is among Tesla's top 10 bondholders, said that the level of scrutiny Musk would have to go through "would be meaningfully higher in any new issuance."

Equity

Equity markets have historically been friendly to Tesla, however Musk said, on the company's second-quarter earnings call, that he would not tap them for cash. "We'll not be raising any equity at any point... I have no expectation of doing so; do not plan to do so."

The Securities and Exchange Commission has opened an investigation into Musk for potentially misleading investors when he tweeted that he had "funding secured" for a $420 a share take-private deal, according to media reports.

LEASE/ASSET-BACKED SECURITY DEAL

Tesla could securitize automotive leases backed by drivers' monthly payments as it did earlier this year when it sold $546 million of bonds backed by leases on Model S and Model X cars.

There are two problems with issuing new asset-backed securities.

The first is that old vehicles may not sell for as much as expected given the increasing competition Tesla is facing in the electric vehicle space. Second, leases as a percentage of vehicles sold have fallen dramatically as it is not possible to lease a Model 3 sedan. While roughly 20 percent to 30 percent of Model S and Model Xs were leased, the Model 3 must be paid for in cash.

Tesla wins dismissal of shareholder lawsuit over Model 3 output

A federal judge in San Francisco dismissed a securities fraud lawsuit in which Tesla Inc. shareholders accused the electric car company and CEO Elon Musk of misleading them about the progress of production of the Model 3 vehicle.

In a decision made public on Monday, U.S. District Judge Charles Breyer said that while shareholders claimed that Tesla fell short of its production goals, "federal securities laws do not punish companies for failing to achieve their targets."

Breyer said the shareholders have until Sept. 28 to amend their complaint. Their lawyer, Laurence Rosen, did not respond to a request for comment.

The case is separate from lawsuits accusing Tesla and Musk of scheming to hurt short-sellers through Musk's Aug. 7 tweets about taking the company private, and that funding had been "secured."

Musk abandoned that proposal late Friday night.

Tesla formally launched the Model 3 in July 2017, touting it as a vehicle for the masses, and attracted deposits from more than 500,000 potential customers.

But shareholders said Musk knew Tesla was "woefully unprepared" to meet its production goal of 5,000 Model 3s per week, and that Tesla's share price was inflated until after the company finally cut its production target last November.

Belief in the Model 3 had helped propel Tesla's share price 62 percent higher in the 1-1/2 years after the company unveiled it in March 2016.

But the judge said shareholders failed to show that Tesla needed to be clearer that Model 3 production could fall short.

The company eventually blamed its production shortfall on "bottlenecks" at its battery factory outside Reno, Nevada and its assembly plant in Fremont, Calif.

"Plaintiffs are correct that defendants' qualifications would not have been meaningful if defendants had known that it was impossible for Tesla to meet its stated production goals, not merely highly unlikely," Breyer wrote. "The facts plaintiffs have put forth do not tend to establish that this was the case."

Tesla did not immediately respond to requests for comment. Breyer's decision is dated Aug. 24.

Could Tesla follow Ford's leverage strategy?

Now that Elon Musk’s quixotic bid to take Tesla Inc. private is dead, the hand-wringing over when he’ll raise fresh financing has begun anew.?

Musk may insist that he doesn’t need to raise more capital this year but to many on Wall Street, that sounds improbable. And even if it were true, they argue, it’s always best to lock in financing while you can. Who knows what markets will look like -- and, moreover, how they will view Tesla -- a year or two from now.

But how to best tap markets?

With demand for the electric-car maker’s bonds flagging, some have started pointing to the model that Ford Motor Co. deployed during the depths of its financial distress more than a decade ago. The centerpiece to this approach: Putting up assets, including the iconic Blue Oval logo, as collateral for cheap lines of credit. The Ford insignia was valued at $8 billion back then. Interbrand estimates that, given the passion that Tesla drivers have for their cars, the T emblem may already be worth half that just 15 years into its existence.

“Pledge those assets and have that in your back pocket,” said Hitin Anand, an analyst at CreditSights. “It’s prudent to build liquidity.”?

Tesla has no shortage of collateral it could use to back borrowings, analysts say, and would probably consider other assets before it considers mortgaging its brand or forms of intellectual property. Crown jewels include its manufacturing plant in Fremont, Calif., and its mammoth Nevada battery factory. But piling on a new layer of debt risks alienating the company’s existing bondholders, who would be pushed further down in the pecking order for repayment if the company defaults.

Bloomberg Intelligence analyst Joel Levington estimates that $3 billion of new secured debt may cause S&P Global Ratings to downgrade the junk bonds to the CCC range, following a cut by Moody’s Investors Service made earlier this year.

A representative for Tesla declined to comment.

Ford’s loan?

Ford’s 2006 move to pledge its logo and other assets was something of a last resort as the then cash-strapped company faced record losses. The company ultimately secured almost everything it owned -- including inventory, factories, brands and a stake in its auto-finance business -- in exchange for a loan package of more than $23 billion.

The deal ultimately helped the company weather the financial crisis, and it was the only one of the Detroit Three automakers to avoid filing for bankruptcy. The last of the collateral Ford pledged was released in 2012 when a portion of the company’s debt returned to investment-grade ratings.

Tesla’s situation isn’t as dire, according to Levington. Still, it makes sense for the carmaker to raise money now, he said. An extra capital infusion would help quell investor concerns about the company’s cash balances, and give it additional runway at a time when auto sales are falling.

“Getting liquidity now makes a lot of sense," Levington said. “In a backdrop that’s starting to get a little bit weaker -- maybe on its way to being a lot weaker -- not being prepared puts them in a riskier position."

Ambitious plans?

Even if the company does hit its production goals, it still has to contend with more than $1.2 billion of convertible bonds due in November and March. As things stand, the company will have to repay those obligations because its stock is trading below the price at which the bonds can convert into equity. With about $2.2 billion of cash on hand, Tesla will likely need to refinance the debt, analysts say.

The company also has ambitious -- and potentially expensive -- plans for the future, including new factories in Europe and China and plans for a semi truck and a new crossover vehicle.

For now, Tesla has plenty of options. In addition to potentially securing debt, the company could likely issue more convertible bonds, according to CreditSights’s Anand. While the company’s junk bonds have slumped, its convertible notes still trade near or above par.

Even the unsecured junk-bond market is likely still open to Tesla, though the company probably would have to pony up more than the 5.3 percent it paid to issue $1.8 billion of bonds last year. The notes now trade at about 87 cents on the dollar to yield 7.7 percent, but companies including J.C. Penney Co. and BMC Software Inc. have successfully sold bonds with CCC range ratings this year.

“The high-yield market has financed some really dicey stuff,” said Vicki Bryan, founder of Bond Angle, an independent research firm. “There’s more value in Tesla’s existing assets and their promise.”

Mahindra seeks to block FCA from proceeding with Jeep patent complaint

India's Mahindra and Mahindra is seeking an injunction against Fiat Chrysler Automobiles to stop FCA from proceeding with a patent violation complaint aimed at stopping Mahindra from exporting a Jeep-like vehicle to the U.S.

Fiat Chrysler filed a trade complaint with the U.S. International Trade Commission on Aug. 1 seeking to prevent Mahindra from importing the Roxor in to the U.S., an off-road vehicle that looks like the Jeep.

According to the complaint, certain design features of the Roxor infringed the intellectual property rights of FCA's Jeep design.

The complaint was "without merit," Mahindra said in a statement on Wednesday.

The company and its Mahindra Automotive North America unit have filed a public interest statement with the trade commission and have begun proceedings in a Michigan court to enforce a design agreement that it executed with Fiat in 2009.

"We are asking the court to block Fiat from participating in the ITC [International Trade Commission] claim -- an injunction -- because of the fact that they agreed in 2009 to never bring such claims if we use a grille that they approved. The Roxor uses that grille," Mahindra said.

"We are also arguing that Fiat is using the ITC case to harm our Roxor business by creating negative publicity, damaging our reputation and our stature in the marketplace," it said in the statement.

FCA has not claimed damages against Mahindra but has sought to permanently stop Mahindra from importing any components into the U.S. that infringe upon its intellectual property rights, Mahindra said.

FCA has said that Roxor imports threaten it with substantial injury because the SUVs are underselling Jeeps. Mahindra capitalizes on the cost advantages of manufacturing their products in India and then importing knocked-down kits to the U.S., where they are assembled in the Detroit area.

Mahinda said it rejects the notion that the Roxor is an imported low quality "knock-off" kit car. It said the SUV does not compete with FCA vehicles. The Roxor is manufactured and assembled in Auburn Hills in the first automaker plant to be built in Michigan in the last 25 years, the company said.

Mumbai-based Mahindra, which claims to be India’s largest SUV manufacturer, opened a North American headquarters in Auburn Hills last year.

August U.S. auto sales expected to rise

Last year, Hurricanes Harvey and Irma hurt sales in several coastal markets.

U.S. light-vehicle sales in August are expected to rise from year-ago levels, when two major hurricanes crippled new-car transactions in some of the country's largest vehicle markets, according to three forecasts.

Cox Automotive, Edmunds and J.D. Power/LMC Automotive all project gains of about 1 percent for the month. Sales events tied to Labor Day are expected to fuel much of the increase, even though transactions completed over Labor Day weekend will count toward September.

"Last year, Hurricanes Harvey and Irma made landfall during the end of the month, affecting Labor Day sales events," Thomas King, senior vice president of the data and analytics division at J.D. Power, said in a statement. "Labor Day remains one of the most heavily shopped periods in the year, accounting for nearly 3 percent of annual sales, as consumers take advantage of discounts that extend through the first weekend of September."

The average incentive per vehicle for the first three weeks of August was down $141 from the same time last year, J.D. Power said, due to smaller discounts on sedans.

Automakers are scheduled to report U.S. deliveries for August on Tuesday, Sept. 4. The month has 27 selling days, the same as August 2017.

U.S. sales are up 1.1 percent this year through July, after falling in 2017 for the first time since the market collapse of 2008-09. Macroeconomic factors such as consumer confidence and new housing starts — which often drive pickup purchases — remain strong.

Each forecasting firm predicts a seasonally adjusted annual rate of 16.8 million vehicles in August, which would mark the second consecutive month the SAAR has fallen below 17 million. Despite the favorable year-over-year comparisons this month, analysts expect a slower sales pace for the rest of the year.

"The market remains strong, and all the talk of higher interest rates and trade tariffs is not chasing away buyers," Charlie Chesbrough, senior economist at Cox Automotive, said in a statement. "However, we are still forecasting a slowing sales pace over the remaining months of the year as buying conditions slowly deteriorate due mostly to higher interest rates and continued high gasoline prices."

Cox calls for full-year sales in 2018 of 16.8 million vehicles, down slightly from the 17.25 million sold in 2017, although LMC increased its forecast by 100,000 units, to 17.2 million, based on higher fleet volume than expected this year.

Edmunds said , through July, new-vehicle inventories had fallen to their lowest levels since 2016.

"There are a lot of things working against the automotive market right now: Incentive spending is maxed out, interest rates are rising and vehicle prices are reaching record highs," Jeremy Acevedo, Edmunds' manager of industry analysis, said in a statement. "Add to that the uncertainty that comes with renegotiating NAFTA and tariff talks and it amounts to what could be a challenging back half of the year for automakers."

Both Edmunds and Cox predict FCA US will post the largest August sales increase among major automakers. Edmunds expects a 15 percent gain while Cox calls for a 11 percent rise.

They expect sales to fall at Ford Motor Co. and General Motors. Cox also predicts declines for American Honda and Subaru of America, which would snap Subaru's streak of 80 consecutive monthly sales increases. The Subaru forecast calls for a 0.3 percent dip.

Aston Martin CEO hopes to complete IPO by end of year

Aston Martin CEO Andy Palmer played down the risk of a hard Brexit.

LONDON -- Aston Martin CEO Andy Palmer says he intends to float the company on the London Stock Exchange by the end of the year, completing a turnaround after new models and a surge in volumes helped the brand return to profitability following chronic losses.

The automaker said it had filed a registration document with the U.K.'s Financial Conduct Authority, which is a requirement of companies considering an initial public offering. Pending a final decision, a prospectus will be published on or around Sept. 20.

Palmer told Reuters he hoped the flotation would complete by the end of the year, which would coincide with when Britain aims to have agreed a Brexit deal with the European Union.

If successful, Aston Martin would become the first British-based automaker to be listed in London for years, following the sale of such brands as Jaguar, Bentley and Rolls-Royce to foreign owners.

The IPO could see the company valued at up to 5 billion pounds ($6.38 billion), sources have said.

Aston Martin sells roughly 25 percent of its cars to the EU and operates its only plant in Britain with a second one due to begin operations in 2019.

Palmer said he did not think even a bad Brexit deal involving tariffs would have a big impact on the automaker. We can demonstrate that Brexit is not a major effect for us," he told Reuters.

"If there is a tariff into Europe, it's countered by a tariff into the UK for our competitors so you might lose a little bit of market share in the EU but you pick it up in the U.K.," he said.

The plan will involve a secondary sell-down by existing shareholders, mainly Kuwaiti and Italian private equity groups, with a free float of at least 25 percent.

The automaker intends to apply for a premium listing on the London Stock Exchange with employees and customers able to apply to purchase shares.

First-half profit

Aston Martin, which spent years losing money, last year turned its first profit since 2010 and on Wednesday posted half-year adjusted pre-tax profits of 42 million pounds as revenues rose 8 percent to 445 million pounds due to strong demand for its DB11 coupe and Volante models.

The central England-based company said it expected full-year volumes to rise to between 6,200 and 6,400 units and in the medium term it aims to build nearly 10,000 cars in the 2020 calendar year.

Why Moody's downgraded Ford

DETROIT -- Roughly six years after Ford Motor Co. returned to investment grade and reclaimed its mortgaged Blue Oval, the automaker is once again in danger of plunging into junk bond status.

Moody's Investors Service on Wednesday downgraded Ford to Baa3 from Baa2, a move the credit agency telegraphed earlier this year when it changed its rating outlook on Ford to "negative" from "stable." The agency cited "erosion in the company's global business position and the challenges it will face implementing its Fitness Redesign program."

Ford last month said it would undergo an $11 billion global restructuring effort over the next three to five years.

"The Fitness program is a necessity, but it will take several years for material financial and operating benefits of the program to be realized," Moody's said.

"Success could be challenged by having to address the serious performance problems in multiple business units simultaneously. At the same time, Ford will have to continue investing in the areas critical for the future of the auto industry. These areas include alternative propulsion, autonomous driving, ride sharing and connectivity."

Ford shares fell 0.4 percent to close Wednesday at $9.97 in New York.

Ford, in a statement, said it's delivered "year after year of solid financial results" since the Great Recession.

"The company has a strong balance sheet, which provides financial flexibility," spokesman Brad Carroll said. "We know we can capitalize on our strengths, bolster underperforming products and regions and disposition where we cannot make an appropriate return. We’re confident that as we do, the market will recognize our progress.”

Moody's said the prospect of an upgrade to Ford's rating through 2020 is "very modest," and that it could fall to junk status "absent clear progress in pursuing the Fitness initiatives by early to mid-2019, with evidence that the company is on a strong trajectory for recovery."

Ford is in the midst of reorganizing its business in North America by slashing $25.5 billion worth of engineering and other costs. That includes a product overhaul that involves cutting virtually all of its sedans, redesigning most of its utilities and adding products in new segments like off-road utilities and midsize pickups.

Earlier this week, Ford announced the creation of a new management organization tasked with studying customers to develop more profitable and competitive vehicles.

Hyundai lands sponsorship rights for NBC's NFL Sunday Night Kickoff show

Hyundai Motor America has landed sponsorship rights for the NFL's "Sunday Night Football" Kickoff show on NBC.

"Sunday Night Football" has been prime-time TV's top show for seven consecutive seasons, the automaker said, averaging more than 18 million viewers each week last season.

Hyundai, already the NFL's official automotive sponsor, came into the 2018 season looking to assume a bigger role on game day.

The league sponsorship deal that it struck in 2015 allowed Hyundai and its dealers to use the logos of the NFL and its teams, while giving the brand permission to use the term "Super Bowl" during promotions around one of advertising's biggest stages.

But the deal offered little direct advertising exposure during NFL games on Fox, CBS and NBC, leaving the door open for deeper-pocketed brands to own game day telecasts. So football fans continued to get heavy doses of brands such as Ford, the NFL's truck sponsor, GMC, a "Monday Night Football" sponsor, and Toyota, which previously sponsored the halftime report on "Monday Night Football" in addition to its ongoing sponsorship of Sunday night's halftime show.

Hyundai's "Sunday Night Football" pregame play could help it intercept some viewer attention.

"You can buy the sponsorship, and then if you don't have enough money to run enough TV commercials, you almost don't look like the sponsor," said Dean Evans, Hyundai Motor America's marketing chief. "We've tried to recalibrate that a little bit."

He added: "When you're watching football this year, it's going to feel more like Hyundai is the sponsor."

Hyundai says the presenting sponsorship of the Sunday night kickoff show will feature an array of branding elements, including logo animations, in-studio logos, a weekly feature and logo placements on the broadcast's countdown clock and scoreboard, among others.

Hyundai will also sponsor a three-part digital series called "Cover 2" that will give fans a closer look at some league rivalries. The series, produced by Hyundai's ad agency Innocean, will bring together a former player from both teams playing on Sunday night. They'll discuss aspects of the rivalry that make it special to them, the fans and the teams, while driving around the home team's city in a Santa Fe crossover.

Hyundai says the videos will run during three rivalry games: Baltimore Ravens vs. Pittsburgh Steelers on Sept. 30, Los Angeles Rams vs. San Francisco 49ers on Oct. 21 and Green Bay Packers vs. Minnesota Vikings on Nov. 25. A 30-second version of each video will air during the Sunday night broadcast, and fans will be directed to HyundaiUSA.com to watch the completed piece.

Hyundai will be the presenting sponsor of the 2018 NFL Kickoff Driven by Hyundai daylong festival that takes place before the season's opening game between the Atlanta Falcons and Philadelphia Eagles on Sept. 6. The event will be at Penn's Landing in Philadelphia. Festivities will include a concert by Shawn Mendes, autograph signings from NFL legends and displays of the Santa Fe, Kona, Tucson and Veloster Turbo. The concert will be featured on the pregame broadcast on NBC and NFL Network and streamed online.

Trump vows to scrap NAFTA, threatens Canada after reaching deal with Mexico

WASHINGTON -- U.S. officials reached a “preliminary agreement” with Mexico on a framework to rebalance manufacturing in North America after resolving key differences related to the cross-border movement of finished vehicles and auto parts.

The tentative deal, if finalized, would increase the regional content value of passenger cars, light trucks and auto parts required to qualify for duty-free status, create a labor content value rule and tighten enforcement of rules of origin, according to the U.S. Trade Representative's Office.

President Donald Trump, announcing the deal at the White House on Monday, said he would terminate NAFTA and send the tentative bilateral deal with Mexico to Congress for approval, adding that Canada might be incorporated or get a separate bilateral deal. In the absence of a Canadian agreement, Trump threatened to slap tariffs on the country's auto exports.

“We’re going to call it the United States/Mexico Trade Agreement,” he said. NAFTA “has a bad connotation because the United States was hurt very badly by NAFTA for many years.”

A senior U.S. trade official told Reuters talks with Canada were expected to begin immediately in the hopes of reaching a final agreement by Friday.

Auto provisions

The Trump administration's deal with Mexico would require that 75 percent of auto content be made in the U.S. and Mexico, up from the regional requirement of 62.5 percent under NAFTA. It also requires that 40 to 45 percent of auto content be made by workers earning at least $16 per hour, while streamlining certification and verification of rules of origin to make enforcement easier. Passenger vehicles would also need to include a certain percentage of North American-produced steel and aluminum.

According to press reports and sources familiar with the negotiations, the two sides also agreed that vehicles that did not meet the content requirements would be bound to the World Trade Organization’s 2.5 percent tariff for "most favored nation" countries if made at an existing factory, but for nonconforming vehicles made at future greenfield sites the vehicle would be subject to tariffs of 20 to 25 percent, pending the U.S.’s determination on auto imports posing a national security threat. The USTR statement, however, made no mention of nonconforming vehicles.

The U.S. and Mexico agreed to review the deal after six years, softening a demand by American negotiators for a clause to kill the pact after five years unless it’s renewed by all parties.

'Long way to go'

Eric Miller, a trade and government relations consultant, cautioned that the preliminary deal lacks concrete details and is not yet a legal text that both sides can agree to.

“We shouldn’t exactly send the white smoke up yet," Miller said. “There’s a long way to go in order to get this resolved."

From an automotive perspective, Canada can live with the U.S.-Mexico deal, said Miller, who heads Rideau Potomac Strategy Group and counts Canadian auto interests among his clients.

Canada, which has also expressed concern about lost manufacturing jobs to Mexico, can accept the higher regional content value as well as the $16 per hour labor formulation because it proposed that to steer the U.S. away from its original demand that a certain percentage of each vehicle include U.S.-made components, he said. In addition, Canada produces very few vehicles that don’t conform to NAFTA content requirements, “so it’s not going to be a hill it dies on.”

The American Automotive Policy Council, which represents the Detroit 3, said in a statement “we are optimistic that the new agreement will maintain and encourage the ongoing competitiveness of the United States and North American auto industries . ... We commend the United States and Mexican negotiators for their success and urge them to work with their Canadian counterparts to complete this negotiation.”

Foreign-brand automakers have told lawmakers they do not support raising local content requirements and that smaller companies could have trouble complying.

“We encourage a renewed focus on a three party agreement that includes Canada,” the Motor & Equipment Manufacturers Association, said in a statement. “Furthermore, at the close of the negotiations between Mexico and the United States, the parties agreed to a potential cap of Mexican motor vehicle parts exports into the U.S. MEMA is concerned that this may serve to decrease American manufacturing jobs and exports and put U.S. businesses at a global disadvantage — all while increasing costs to consumers.”

Campaign promises

Monday’s developments helped fulfill campaign promises to renegotiate NAFTA or terminate it unless the U.S. received more favorable terms that reduced outsourcing of manufacturing jobs to low-wage Mexico and incentivized more domestic investment. The broad understanding between the U.S. and Mexico also addresses agriculture, textiles, intellectual property, digitial trade and other industry sectors.

How the administration could achieve a separate bilateral deal is uncertain because any new deal would require Congress to ratify it and the president has fast-track authority only to renegotiate NAFTA, a trilateral trade agreement. Ratification would take several months, at a minimum, and by then the House of Representatives could be in Democratic hands, making approval for any trade agreement more difficult.

Mexican President Enrique Pena Nieto participated in the announcement by conference call and said he hoped Canada would be folded into the revised agreement.

Canadian Foreign Minister Chrystia Freeland was reported heading to Washington to begin talks after Canada was sidelined while the U.S. and Mexico resolved their differences.

U.S. Trade Representative Robert Lighthizer said he planned to send the Mexico trade deal to Congress on Friday, triggering a 90-day review period, although that seemed to presuppose that the deal will be finalized by then. Analysts said it was unlikely Canada could sign on so quickly.

“These guys like to use time as their pressure point. What they are trying to do is compel Canada to come back to the table and make a deal quickly, by saying ‘the bus is leaving so you better get on,’ “ Miller said.

Mercedes-Benz plays an awkward role in 'Handmaid's Tale'

Mercedes vehicles are prominent in Hulu's "The Handmaid's Tale".

Mercedes-Benz has a prominent role in "The Handmaid's Tale," the dystopian TV show about life under a totalitarian regime that has overthrown the United States government. But it's hardly a flattering one.

In this adaptation of the Margaret Atwood novel — which wrapped up its second season on Hulu in July — the Republic of Gilead's sadistic leaders are ferried around in unmistakable G-class SUVs and S-class sedans. Dissidents are carted off in Sprinter vans. While other vehicles make cameos, no other brand gets so much exposure.

Sometimes, of course, you want your brand to be associated with fictional bad guys, as Jaguar did with its celebrated British Villains campaign. It can help cast the brand as anti-establishment, irreverent.

But serving as the tools of an oppressive regime is a pretty dark place.

Slaven: Brand not seen as villain

Despite the primo screen time, Mercedes-Benz said it is not involved with product placement on the show.

"We didn't seek it out. It wasn't one that we advocated for," Mercedes-Benz USA Chief Marketing Officer Drew Slaven told Automotive News. "It's not something that I'm clapping my hands about and high-fiving and saying 'Isn't this great?' But as someone who is paid to do the best job possible of keeping the brand front and center, I don't cringe."

It's easy to see why a global brand would want to distance itself from the show, with its themes of female subjugation, institutionalized rape and human rights abuse, along with its graphic depictions of violence and torture. In one episode, an S class is hijacked by a dissident and used as a deadly weapon to mow down one of Gilead's guards.

Slaven waves off the suggestion that Mercedes' association with the show's villains could tarnish the brand.

The show "is accepted as a highly fictionalized piece of content," Slaven said. As he sees it, the role of the Mercedes badge in the show is to represent an iconic brand, not the characters who drive the vehicles.

"The idea is to put a character into what is assumed to be the highest form of luxury and prestige," he said. "I think that's the way consumers accept it."

Viewers, he added, "don't see us as a villain by any stretch."

While Slaven is keeping his distance from the show, one Mercedes dealership is leveraging the appearances to drive foot traffic.

On its blog, Mercedes-Benz of Arrowhead in Peoria, Ariz., encourages fans of the show to come check out and test drive the Mercedes models featured on the show.

"These vehicles are a good fit for the series, because they are tough looking and so innovative that they seem futuristic," the blog post notes. "Mercedes-Benz has always been ahead of the curve when it comes to technology features and performance capabilities. These vehicles work well with the environment and tone of the show."

The dealership didn't return several calls seeking comment.

Not all dealers would be so comfortable using a polarizing show such as "The Handmaid's Tale" for marketing.

"You put yourself in a position of weakness," said Jeff Aiosa, owner of Carriage House of New London, Conn., a Mercedes-Benz dealership. "There may be people that are like, 'I'm offended by that show, so now I don't want to do business with you.'?"

Slaven is more diplomatic about Mercedes-Benz of Arrowhead's move.

"Product placement works better at the higher end of the funnel than the lower," Slaven said. "But retailers live and do their best work lower in the funnel, and God love them for doing their best to bring customers in however, whenever they can."

Many brands are ready to take their chances with product placements, supplying vehicles they want to promote but stopping short of dictating how they are depicted or described in the script. The placements help them break through to audiences on TV shows that appear on commercial-free streaming services, or when viewers fast-forward through the commercial breaks on recorded programs.

When a product is organically placed in a film or television show, the likelihood of consumers seeing it is high, said Linda Swick, president of International Promotions, a Los Angeles-based entertainment marketing firm.

"A 30-second, 60-second ad, you don't know if they are watching them or not now," Swick said.

Mercedes is no stranger to product placement. The ML320 was featured prominently in the 1997 film The Lost World: Jurassic Park. Mercedes showed off the CLS550 Coupe in the Showtime series "Ray Donovan" and the E-class Cabriolet in the superhero film Justice League.

Reality television show "Keeping up with the Kardashians," meanwhile, brought attention to the boxy G-Wagen.

"Before the Kardashians show, the G-Wagen wasn't on the map," said Aiosa, who is also the Mercedes brand representative for the National Automobile Dealers Association. "Since the Kardashians are driving it, everybody wants G-Wagens."

Product placement is more about driving brand awareness than moving sheet metal.

"We don't expect necessarily for someone to sit and watch 'black-ish' and say, 'OK, I'm going to run out and buy the S class,'?" Slaven said.

But by identifying with a character on the show, the viewer also identifies with the products the character uses.

"By extension, there's a higher degree of [product] awareness," Slaven said.

Customer statement:



^ After refueling, a different "distance to empty" (vehicle range) is shown than last time the fuel tank was filled.



^ The vehicle range display drops inconsistently.



^ After refueling, the vehicle range display does not change for a long period of time.



^ When driving on hilly roads for a long time the vehicle range display suddenly changes significantly.



There are no DTCs in J285 (address word 17) related to fuel senders.



This condition does not involve or affect the accuracy of the fuel level indicator, but only the estimated distance to empty display on the on-board



computer.



Technical Background



The primary purpose for the range display is to prevent the vehicle from running out of fuel, meaning well before the tank is totally empty a warning



will be given and the range may show 0 miles. The warning (acoustic warning and fuel low indicator) is provided as soon as the fuel gauge needle



enters the red zone.



The average and instant consumption figures shown in the on-board computer are not used for calculating the range. The range is calculated using an



internal, weighted value instead. Two different calculation methods (filter algorithms) are used for determining the range display:



1) Vehicles before model year 2009:



Audi A3 (8P), A4 (8E), A6 (4F) up to model year 2008, A8 (4E), Audi Q7 (4L) up to model year 2008, TT (8J) and all predecessors:



Only consumption figures of the last 50 kilometers (31 miles) are included, whereby the last kilometer has the highest weighting and the first the



lowest.



If the driver drives efficiently right before he refuels the vehicle, this can cause the vehicle range display to be noticeably higher than the previous



fill-up. Conversely, an aggressive driving style can cause the fuel range display to be lower than previous.



2) Vehicles from model year 2009:



Audi A4 (8K), A5 (8T), A6 (4F) from model year 2009, A6 (4G), A7 (4G), A8 (4H), Audi Q5 (8R), Audi Q7 (4L) from model year 2009 and all



successors.



A gradual driving profile is built from the last 50 kilometers (31 miles) and 500 kilometers (310 miles): The short-term consumption figures over the



last 50 kilometers (31 miles) and the long-term figures over 500 kilometers (310 miles) are included in the calculation, which is also based on the



tank volume.



With this method the range display can only rise when driving efficiently for extended periods, resulting in a more realistic "expected" fuel range.



Tip: With both methods the range display after filling up depends on the driving style before filling up. This means the range displayed after fill-up



will not be the same in all cases. In addition, the remaining range display does not refer to the whole tank volume. It only indicates a trend based on



the short to medium-term fuel consumption.

Condition



The customer may report that the handheld transmitter cannot be programmed to the Garage Door Opener Control Module J530.



Technical Background



The following issues have been identified as root causes of unsuccessful HomeLink(R) programming:



^ The customers HomeLink(R) system may not be compatible with J530.



^ The battery in the handheld transmitter may be too weak for a good signal.



The battery charge may be sufficient to operate the garage door opener, but not enough to program the remote transmitter to the vehicle



system.



^ A4 Model Years 2005 - 2006 and A3 Model Year 2009: The actual location of the garage door opener control module differs from the location



shown in the owner's manual (opposite side of front bumper).



^ The customer may misunderstand the programming procedure. In particular, if the customers HomeLink(R) system is using an alternate code.



^ The handheld transmitters programming function may become inoperative.

^ Interference prevents the communication between handheld transmitter and J530.



Tip: If the vehicle flashes during the programming of a handheld transmitter this does not necessarily indicate that the programming was successful,



only that the vehicle has recognized and saved a signal.

^ The customer can verify that the HomeLink(R) system is compatible with the vehicles garage door opener by contacting Johnson Controls



Customer Service at www.homelink.com.



^ Further information about HomeLink(R) programming issues can be found at www.homelink.com.



2. Ask the customer replace the battery in their handheld transmitter or to use another handheld transmitter.



3. If the HomeLink(R) system is using an alternate code, ask the customer to reset and resynchronize the HomeLink(R) system. This will allow



the receiver transmitters limited memory, which may be full, to be deleted. Information can be found in the owners manual of the customers



HomeLink(R) system.



4. Ask the customer to hold the button down or press the button frequently during the programming procedure. Some handheld transmitters stop



transmitting a signal after 10 seconds.



5. If the vehicle is an A4 Model Year 2005 - 2006 or A3 Model Year 2009: J530 is installed on the left front side and not on the right front side



as described in the owners manual. Inform the customer of the correct location of the garage door opener control module.
